The objective of this initiative is to provide tailored technical assistance to enhance the capacities of national agencies for the effective handling and final disposal of seized or confiscated precursor chemicals. The focus will be on developing or updating regulatory measures, and integrating best practices and lessons learned to standardize procedures. This initiative involves engaging with national agencies and conducting a thorough assessment to identify key improvement areas, followed by the delivery of specialized training tailored to bridge these gaps. 

Project Activities

This technical assistance initiative encompasses: 

  1. National Assessment: Conduct a thorough assessment of the situation regarding the handling and final disposal of seized or confiscated precursor chemicals, gathering information from selected agencies through meetings and interviews. This includes assessing current regulations and identifying challenges and opportunities for improvement in the handling and final disposal of precursor chemicals. 
     
  2. Assessment Presentation and Roundtable Discussions: Host roundtable sessions with key national entities to discuss the assessment findings and explore feasible measures for enhancing procedures involved in precursor chemical final disposal.
     
  3. Capacity-Building Component: Based on the assessment results, provide specialized training and mentoring. This approach aims to enhance knowledge and awareness of effective strategies to address the identified issues related to the handling and final disposal of precursor chemicals.
     
  4. Post-Technical Assistance Follow-Up: Establish a follow-up system with counterparts to monitor the implementation and effectiveness of measures.

  • Enhanced Global Knowledge and Skills: This initiative bolsters the capacities of national competent entities in the effective handling and final disposal of precursor chemicals, emphasizing the implementation of sustainable and internationally agreed practices. 
     
  • Strengthened International Cooperation: This initiative equips national competent entities with comprehensive insights into global tools and approaches, fostering improved collaboration with international organizations and agencies. 
     
  • Standardization of Practices: A key objective of this initiative is to promote standardized practices for the effective handling and final disposal of precursor chemicals, ensuring alignment with international standards and best practices.
National Level Outcomes
  • Improved Personnel Capacities: Enhanced knowledge and skills of personnel involved in the handling and final disposal of precursor chemicals. This improvement can be measured quantitatively through pre- and post-training exams during the capacity-building component. 
     
  • Enhanced Efficiency on Precursor Chemical Disposal: Improved effectiveness in all processes involved in the final disposal of precursor chemicals, attributed to the upgraded skills of personnel and the development, or updating of regulatory frameworks. This improvement can be assessed through periodic follow-ups with agencies counterparts. 
     
  • Strengthened National Coordination: Enhanced collaboration across all national agencies involved in the handling and final disposal of precursor chemicals. The success of this enhanced coordination can be monitored through ongoing communication with counterparts and evaluation of coordinated responses after technical assistance.
